  3. Fill a shallow dish with warm water and immerse one rice paper wrapper for about 10–15 seconds. Lay it flat on a clean surface.
  4. Place a few fresh basil leaves and a generous portion of the beef mixture in the center of the softened rice paper. Fold the bottom of the wrapper tightly over the filling and roll it up.
